Career

Mr. Otwell comes to AIR with nearly 50 years of environmental compliance management experience. He began his industrial career in the steel industry and then moved into the stack sampling field before joining Georgia-Pacific’s corporate environmental staff. In his nearly 40-year career at Georgia-Pacific, Mr. Otwell served as a Subject Matter Expert (SME) in the area or air pollution regulatory compliance management. As a Koch Industries, Inc. (KII) company, Georgia-Pacific extended Mr. Otwell’s SME support services to other KII companies including Flint Hills Refineries, Invista Fibers, and Guardian Glass. He was loaned to the US EPA for two years to serve as part of the Federal Advisory Committee charged with conducting the Industrial Combustion Coordinated Rulemaking (ICCR) which ultimately resulted in the MACT rules covering industrial boilers/process heaters, stationary combustion engines, combustion turbines, and commercial/industrial solid waste incinerators. He also represented Georgia-Pacific on numerous trade and technical association environmental issue committees. He is listed as the inventor of record on several air pollution control technology patents and is co-author of numerous peer-reviewed papers published in both US and international scientific journals. At AIR, Mr. Otwell is responsible for developing mutually beneficial, value-added services and collaboration processes that enable AIR clients to more effectively and efficiently manage their compliance demonstration obligations.
